AbstractThe development, supervision, maintenance and improvement of infrastructure have emerged as crucial activities for public administration. There is increasing concern over the quality of infrastructure, methods for planning and allocating facilities, award of tenders and contract management, the costs and strategies for recovering them. Decisions relating to the construction of facilities and their location, allocation of facilities as well as their impact on physical, economic and social environment have to be carefully considered. Similar issues are pertinent to Hong Kong and the Pearl River Delta region where infrastructure development has been taking place at a rapid pace. The reintegration of Hong Kong and China has added to the magnitude of this task, and public administration agencies will continue to face a formidable challenge in formulation policies and taking a concerted approach to the development of infrastructure in the region.
