| Abstract | The 15th Party Congress in September 1997 was a triumph for President Jiang Zemin and his brand of progressive reform. The Congress sent a political message of stability at the centre. Economically, the Party's endorsement of privatisation among small- and medium-sized state-owned enterprises confirmed that the Party sees market-driven reforms as the only solution to China's state-sector woes. |
