AbstractTo hear the Americans tell it, the decision to parole jailed Chinese dissident Wei Jingsheng and send him to the United States for medical treatment was entirely Beijing's. His release came just two weeks after a landmark meeting between United States President Bill Clinton and his Chinese counterpart, Jiang Zemin. And the move came on the eve of the Asia-Pacific Economic Cooperation forum summit, where the pair will meet again, along with other world leaders. Washington has long urged the Chinese to free a high-profile dissident to show that its policy of engaging, rather than confronting, China is paying off.
