| Abstract | In July 1997 the Hong Kong Special Administrative Region (HKSAR) Government announced the creation of an Information Technology Functional Constituency (ITFC) in the First Legislative Committee of the HKSAR Government. This was the culmination of the long-term endeavour of the IT discipline to establish itself as a profession and to exert due influence on the legislature such as other professions. In 1997, the window of opportunity for success was seized by the uniting force of the IT Sector - the Joint Council of IT Organisations in Hong Kong. |
