| Abstract | As the 15th National Congress of the Communist Party concluded in Beijing on September 18, 1997 , state enterprise reform was hardly the only challenge on the economic agenda of President Jiang Zemin and his colleagues. Over the next five years, they intend to enhance the nation's legal framework, improve the reliability and transparency of capital markets, open its economy to competition. In this article, the problems and effects of privatization are disscussed. |
