Abstract | Winner of the 1996 Management Awards of Asia in the category of Development Management, the Employees Retraining Board is a body corporate incorporated by virtue of the Employees Retraining Ordinance of 1992. The main target groups of the ERB are middle-aged displaced workers, housewives who wish to rejoin the labour market, elderly employees, disabled workers and industrial accident victims. Since its inception in early 1993, the ERB has provided retraining to over 160,000 people. In terms of numbers, this figure is most impressive, far exceeding the Government's original target of retraining 15,000 persons in two to three years. Placement rates are captured for full-time courses and have averaged above 70%, which is a very high rate by international standards. |
