| Abstract | The change of sovereignty presents an opportunity for the Hong Kong Special Administrative Region (SAR) Government to set a fresh course. However, policy makers have failed to acknowledge Hong Kong's limit to growth. The Gross Domestic Product (GDP) is paraded out on a regular basis as the sole indicator. It fails to acknowledge some crucial factors: a clean environment, stable community, health and natural assets. |
