| Abstract | This paper aims to study the background issues underlying the Hong Kong Government's proposed cost-recovery reforms in hospital services. It is argued that these reforms are not proposed in isolation. Rather, it is part of the Government's long term strategy of dealing with the decommodifying effects of social services. Therefore, the importance of these proposed reforms are not just limited to changes in hospital services but are also related to other wider issues - these include the contradictory relationship between social services and capitalism, and how the Hong Kong Government deals with this contradictory relationship. The foci of this paper are to study these issues and how these issues are related to the Hong Kong Government's proposed reforms. |
