| Abstract | Social Welfare Department officials insist their existing mechanisms against tax fraud and abuse are "generally sound and adequate", and that there is no evidence so far to suggest the Comprehensive Social Security Assistance (CSSA) scheme is rife with fraud. But they provided ample indication that the problem may be more serious than appears on the surface - a prime pointer being the department's decision in September 1996 to reactivate its Special Investigation Team which used to specialize in tracking down fraud in the CSSA scheme. |
