| Abstract | The authors evaluate the effectiveness of shareholding system reform in improving the economic performance of State-Owned Enterprises (SOEs) in China. They find no significant correlation between the extent of private shareholding and the rate of return on equity; but this accounting measure of performance is correlated positively with the percentage of shares held by other State-owned entities and negatively with the percentage off shares owned by the SOE itself. The results show that the ownership reform to date has not yielded noticeable improvement on enterprise performance. |
