| Abstract | In this paper, the arrangements in the Basic Law for the continuity of laws and rights and obligations, including the Decision of the Standing Committee of the National People's Congress (NPCSC) under Article 160 are examined. Since interpretation by the NPCSC is likely to continue to play an important role in the development of the legal regime of the Special Administrative Region, some comments on the method and style of the NPCSC are also made. |
