AbstractThe new growth area for corruption and fraud in Hong Kong is in the private sector. The Independent Commission Against Corruption (ICAC) Commissioner, Michael Leung Man-kin, points out that since the Commission's foundation in 1974, public sector corruption has fallen from 80 per cent of reports to about 45 per cent. In contrast, the proportion of private sector corruption reports has risen from 20 to over 50 per cent. Michael Leung as well as Catherine Chiu, heads of the ICAC's Ethnic Development Centre, talk about ICAC's strategy for preventing corruption in the private sector. Its Business Ethics Campaign is one component of its strategy to prepare for 1997.
