| Abstract | "The government will soon invite opinion leaders and other representatives from various quarters to exchange views on major topics of future national development. The consensus that emerges from such meetings will launch the country into a new era". These were the words that Lee Teng-hui, used in his inaugural address on 20 May 1996 to open up new perspectives for his "21.3 million fellow citizens". This declaration signalled that Lee was determined to remain in control of the agenda for reform which he has been implementing for the past six years-both for his own benefit and for that of his party, the Kuomintang (KMT). |
