| Abstract | The University Grants Committee suggested in October 1996 that all undergraduate students should stay in hostels for at least a year during their coursework. The Education and Manpower Branch also announced this in December 1996. It is claimed that the main aim is to allow students of the seven government-funded tertiary institutions to enjoy a full campus life. The author questions whether the aim of enjoying full campus life can be achieved by other means. |
