| Abstract | A landmark agreement at the World Trade Organization (WTO) in February 1997 deprived Hongkong Telecom of parts of its monopoly, which is scheduled to end in 2006 anyway. Foreign telecommunications companies can now provide certain alternative international services. The author reports on the callback phenomenon and how it has changed the communications scene in this article. |
