| Abstract | In 1996, the government released its Territorial Development Strategy Review (TDSR), a strategic development plan for Hong Kong to the year 2011. Friends of the Earth's (FoE) released its response to the TDSR in January 1997. FoE's paper - Agenda 2047 - examines and chanllenges the asssumptions on which the government's review is based. The paper presents an alternative vision for Hong Kong to develop over the next 50 years, and recommends ways to address future development needs without necessarily compromising environmental quality. |
