| Abstract | Governor Chris Patten, in his last Policy Address to the Legislative Council in October 1996, listed a few benchmarks against which the world can see whether Beijing measures up to its promises of autonomy for Hong Kong in the post-97 years. The benchmarks are presented in this article. |
