| Abstract | Heilongjiang in 1996, the first year of the Five 9th Five-Year Plan, experienced progress in different aspects of telecom infrastructure, for instance, data network construction, optic-fiber network, telephone network, mobile phone network, paging network, and etc. In the provincial capital city Harbin alone, telephone switching equipment was expanded by an addition of 260,000 lines. As a result, Harbin becomes the third provincial capital in the country to have the telephone switching capacity surpassed one million lines. This article looks at the achievements of Heilongjiang in 1996 and its targets for 1997. |
