| Abstract | This article discusses some of the general principles underlying Target Oriented Curriculum (TOC) in terms of what we now know about how students learn. But before doing that, the author believes it is necessary to consider what it is that schools are meant to do by looking at the two functions that schools have to perform: to select, and to educate. Both are important, but in the course of the development of an educational system, their relative importance varies greatly. |
