AbstractA Taiwan consortium of private and public companies promised to invest $5 billion in a South African petrochemical plant. The investment represented a not-so-subtle reward to Pretoria for maintaining diplomatic relations with Taipei. When South Afican President Nelson Mandela said in November 1996 his country would switch diplomatic allegiance to Beijing, it was not long before Taipei had an announcement of its own. After failing to change Mandela's mind during a personal visit, Taiwan's Foreign Minister John Chang said Taipei was canceling 36 bilateral, mostly economic, agreements with South Africa - including the petrochemical plant.
