| Abstract | This article examines the administrative complaints system in Hong Kong. A major weakness of the present system is that neither the public nor public officials have a very clear idea of what is to be expected. It is unclear what constitutes good administration. Three models of administrative complaints system are introduced and compared in this article. The office of the Commissioner for Administrative Complaints is also introduced. The role and jurisdiction of the Commissioner are explained. |
