Abstract170 politicians, economists and scholars gathered 23-28 December 1996 for Taiwan's first-ever National Development Conference, there were charges of secret meetings and an angry walkout by the opposition New Party. But the conclave also produced 192 recommendations to overhaul the island's political system, boost its economy and improve ties with China. They were the result of horse-trading between the ruling Kuomintang and the pro-independence Democratic Progressive Party (DPP). The most controversial was a proposal to phase out the Taiwan provincial government, headed by James Soong.
