AbstractSigns of solidification are evident in Beijing as President Jiang Zemin nails down his position at the head of the state and the party. Insiders in Beijing speculate that National People's Congress chief Qiao Shi might give up all his posts of real power when the 15th Party Congress convenes late 1997. Jiang has orchestrated another round of military reshuffles, with younger blood going to more key posts. And many people wonder if Jiang's ally, Shanghai party chief Huang Ju, will be posted to Beijing, a move floated a while ago by the president.
