| Abstract | Heilongjiang's plan for developing a national economy based on information has passed evaluation by experts. The project will be implemented in three steps which are explained in this article. In the period from 2011 to mid-21st-century, high-speed multi-media network will be made accessible to grass-root institutions and households in both urban and rural areas and the economy, culture, society and households will finally be based on information. |
