| Abstract | Before the 96th Inter-Parliamentary Union Conference was held in Beijing in mid-September 1996, detractors predicted that China could be looking for trouble in hosting a highly sensitive meeting with political overtones in which Beijing might turn out to be the target. It was assumed that in the face of Beijing's dilemma of wanting to host the conference to lift its international image on the one hand, and its instinctive fear of such sensitive issues as democracy and human rights on the other, it would probably give the conference a low profile and let the event pass as quietly as possible. |
