AbstractThe Regional Council of Hong Kong is on a collision course with the Security Branch over the latter's proposal to convert the former Lo Wu military camp into a minimum security prison to be operated by the Correctional Services Department (CSD). The villagers' representatives in the North District Board and the Regional and Legislative councils have reached a consensus on how they will shoot down the government's plan. CSD spokesman Leonel Rodriguez says his department is anxious to see work start on the conversion of the Lo Wu military camp into a minimum-security prison to relieve the 30 per cent overcrowding in Hong Kong's prisons. The department cannot do anything but wait for the Security Branch to continue its liaison with opposing factions and persuade them that this project will not cause any problems.
