| Abstract | According to the Shanghai PTA, to construct a Shanghai information port in a step-by-step and planned manner, the framework for a society based on information will have to be built up by the year 2000. Therefore, information communications and services will be the major service for Shanghai's telecom development in the Ninth Five-Year Plan period (1996-2000) and in the 21st century. The plans for telecom developments in Shanghai during the five years since 1996 are reported in this article. |
