| Abstract | In the Eighth Five-Year Plan period (1991-1995), 1,756 State-level projects and 4,244 local projects under the Torch Program were implemented in China. To reach the goals in the Ninth Five-Year Plan, the Torch Program will include in its construction agenda the 26 high-tech industrial development zones each with an income of over 10 billion RMB yuan and one development zone with an income of over 100 billion RMB yuan. |
