AbstractIn 1995 the US credit rating agency Moody's Investors Service branded three of the Chinese banks with E-plus ratings - just off the bottom of an A to E heap - and the remaining two with a D and a D-plus for their 'stand-alone' strength. Moody's new calibration, called the Bank Financial Strength Ratings, is intended to offer an independently-assessed view of a bank's "intrinsic safety and soundness". Unlike its more traditional ratings which measure a bank's true credit risk and give the Chinese institutions relatively higher grades, Moody's wants these to give an insight into a bank's ability to act independently and withstand external pressures.
