| Abstract | On 20th August 1996, the petition by Royal Society for the Prevention of Cruelty to Animals (RSPCA) was handed over to the Housing Department at their headquarters in Homantin. Also handed in were the RSPCA's suggested guidelines on the keeping of dogs and cats in estates and an empty dog bed symbolising the thousands of dogs that have lost their homes, and in many cases their lives, as a result of the Housing Department's action. |
