AbstractIn late September 1996, the Legislative Assembly election, the final one before Macau returns to China in 1999, the traditional froces took a pounding. It came not from the weakened "pro-democracy" camp, but from an assortment of pro-business groups that campaigned on economic issues. The legislative "through-train" is one clear sign that the transition is progressing more smoothly in Macau than in Hong Kong, where China, after a long row with Britain over electoral reforms, decided to disband the Legislative Council upon the handover in July 1997.
