AbstractThe mystery of the Kowloon-Canton Railway Corporation (KCRC) and its multibillion-dollar fantasy excursion to the border grows ever more murky. The coporation felt obliged to respond to press reports which had revealed that an outside consultant appeared to be running its controversial West Rail Division in the absence of staff director Ian McPherson. The KCRC was quick to respond. The consultant, senior project manager Jerry Riggsbee from Bechtel Corporation, was not in charge; KCRC chairman Kevin Hyde was. This article suggests that it is time the government reined in the KCRC's grandiose scheme.
