AbstractUntil 1995, Hong Kong Telecom (HKT) was the territory's only provider of fixed-line local services. HKT's exclusive franchise to offer international direct dialing - IDD - calls ends in 2006, but the government wants to cut it short. Callback operators and three new fixed-line phone companies - New T&T, Hutchison Communications and New World Telephone - already have about a quarter of all outgoing overseas calls. Though HKT has a 31.5% share of the cellular-phone market, in July 1996 it failed to win one of six licenses to operate a cheap Personal Communications Services (PCS) network.
