| Abstract | In an annual dinner, the author talked about how the Government is changing its culture - to introduce more of the caring touch. He is very serious about that and have spent considerable time over the past few years developing a Serving the Community programme. It requires the Government to provide the services the community needs, and to provide the leadership Hong Kong needs to go on succeeding. His aims, core principles and detailed explanation are given in this article. |
