Abstract | Investigations into the fatal crash of a Hercules cargo plane at Kai Tak almost two years ago are completed, in 1996. A report will go to Governor Chris Patten in August of the same year, who will then decide whether it should be published. However, Legislators Christine Loh is suspicious of the legally required 28-day period between completion of the investigations and the publication of a report on the matter, where concerned parties - the crew, next of kin, airline, engine manufacturer and so forth - have an opportunity to comment on the findings before they are made public. Loh worries that this period could be an opportunity to sanitize the report before it is sent to the governor. |
