| Abstract | Recently the Preparatorry Committee decided to establish a provisional legislature for the Hong Kong Special Administrative Region (SAR), its members chosen by the Selection Committee which is to select the first Chief Executive. The provisional legislature will be responsible for a number of tasks, such as endorsing the appointment of certain SAR judges, as well as enacting legislation generally and, in particular, the electoral laws under which the first elected legislature is to be created. As an interim legislature is not provided for in the Basic Law, the question of its legality has aroused a great deal of public concern. |
