Abstract | Hong Kong and the United States (US) conducted a round of consultations in Washington on 21-22 June 1995 over a "surprise notice", published in the US Federal Register on 5 April 1995, in which Rita D. Hayes, chairman of the Committee for the Implementation of Textile Agreements notified the Commissioner of Customs that shipments from Hong Kong of textile and clothing items under restriction will be based on US import figures, not Hong Kong figures. This implied that US restrictions will be based on an import control rather than export system, as has been the practice for 20-odd years. |
