AbstractA recent change in the way America determines where an imported piece of clothing or fabric originates has sparked a storm of protest from Asian exporters. Formerly, the key criterion was where the cloth used in the product was cut. As of 1 July 1996, it became where the garment is actually assembled. The modification itself may be justifiable. After all, Washington argues, it is merely altering its rules to match those in Europe and Hong Kong. But the move's underlying motives, timing and method of implementation are less defensible.
