AbstractThe Joint Liaison Group (JLG) began work in 1985 under the Joint Declaration to provide a formal institution through which Britain and China could liaise over the transition of Hong Kong. As we move towards the final twelve months before the transfer of sovereignty, there is an urgent need to sort out the issues that remain on our agenda. In this article, the author focuses on three key areas where JLG is working to ensure a smooth transition from Britain to China and safeguard Hong Kong's existing autonomy: these are the questions of Hong Kong's laws and legal system, its economic system and the transfer of the machinery of Government itself.
