AbstractThe departure of up to a third of the territory's most senior police officers before 1997 will create a leadership crisis and devastate police morale, legislators and community leaders have warned. Senior police tried to play down new figures in early June 1996 which showed that 44 officers ranked from senior superintendent to senior assistant commissioner have applied to leave the force by July 1997. Adding to the concerns is an anticipated flurry of retirement applications from expatriate officers - who must give a minimum six months' notice - in December 1996. The revelation also follows a threat from more than two-thirds of the force's 300 expatriate police inspectors to leave soon after 1997 unless they are given assurances about their future by the Hong Kong Special Administrative Region Government.
