| Abstract | Official Chinese statistics are sometimes confusing. Take for instance the statement by Minister of Agriculture Liu Jiang in January 1994 that the per capita income of the country's 900 million peasants was expected to increase five per cent in 1993. It is generally accepted that the peasantry constitutes nearly 90 per cent of China's population. |
