| Abstract | Mr Patten's political judgement about Hongkong and Sino-British relations has benefited no one, but it has been said he has one saving grace - that he is sincere and truly democratic. However, people are beginning to have serious doubts even about those qualities. His sincerity has oxidised and his democratic instincts do not allow him either to take in criticism or give out the truth. |
