AbstractHow free will Hong Kong be after the transition to Chinese rule? The Basic Law, Beijing's constitution for post-1997 Hong Kong, promises "a high degree of autonomy" for the territory. Residents will have "freedom of speech, of the press ... and of demonstration." In addition, the charter guarantees that Hong Kong's "capitalist system and way of life shall remain unchanged for 50 years." It sounds fine in theory. But Hong Kong's 6.2 million people want to know how it will work out in practice.
