| Abstract | Some observers - from government and pro-China ranks alike - are accusing Legco members' use of private member's bill (PMB) as misusing an arcane political expedient, wasting scarce legislative time while impeding government efficiency. Others say the practice is allowing certain sectoral interests to advance their programmes at the expense of the essential everyday business of governing the territory. Seen from another perspective, however, the new application of PMBs mirrors the wider changes in Hong Kong's political culture. |
