| Abstract | The Hong Kong Government proposed to review the way telephones are paid for. This could mean the end of a convenient current arrangement; free local calls. The point which is bothering officials, is that quite a small proportion of people make most of the local calls. With the increasing use of computers, some of these calls are very long. This is not disputed, and indeed has always been the case. Some people use their phones for interminable conversations. Some barely use them at all. |
