Abstract | The last Legislative Council (Legco) elections under British rule ended in an impressive victory in the local constituencies for the Democratic Party and its allies, who are considered by Peking to be subversive elements. Nevertheless one black spot remains, since voter turnout is still very low. This situation prompted the pro-Peking newspaper, Wen Wei Bo to write in one of its editorials that, with voters only representing 14.8% of the territory's population, the democratic "tidal wave" was nothing but a ripple on the surface of the water. |
