| Abstract | The general policy of the economic reform was set 15 yeras ago but China still does not have enough people of the right calibre to turn it into reality for its state-owned enterprises. This is not to say the nation cannot find some competent individuals to run its industry, because even though education is the least developed field in China, there must be all kinds of talent in a pool of 1.2 billion people. From 1994 on, there will be a new method of recruiting civil servants through exams, letting the candidates prove ther ability. But there never has been a system to find China's good managers and transfer them to more important positions. |
