| Abstract | Xie Zhenhua is the youngest government minister in China and heads the National Environmental Protection Agency (NEPA). Young men from the big cities were the most likely to be made to experience the adverse conditions in the frontier regions, such as the para-military Heilongjiang Production and Construction Corps. And that is where Xie Zhenhua found himself put to work - Heilongjiang, the northernmost part of China's Northeast that people call Manchuria. |
