| Abstract | Zhaoqing - four hours away from Hong Kong by ferry and even longer by train - is no mass-transit metropolis today. But times are changing, albeit from a low base. Having defined the need for major improvements to roads and other infrastructure, the cash-strapped municipal authorities set out to meet the city's needs by wheeling and dealing with foreign partners. And to foreign investors in a position to deliver what they want, civic leaders have shown themselves willing to offer the best of deals. |
