Abstract | The unique merger of two political and economic systems in one country was always going to impose great demands of trust and tact upon all involved. The current imbroglio over the Preparatory Committee's activities will require all of that and more. And yet this sorry state of affairs need never have come to pass. The wrangle over the political transition stems directly from Governor Chris Patten's mischievous electoral changes, sparked by Britain's misguided attempt to try and rewrite the terms of the 1990 Basic Law. |
